EMPLOYMENT

1989-2007: Police Officer for the Arcadia Police Department, City of Arcadia, California. Eight years of patrol experience investigating an average of 100 traffic collisions per year totaling 800 collisions. Ten years as a Traffic Investigator (Detective) responsible for reviewing, analyzing, investigating, or reconstructing approximately 1000 collisions per year totaling 8000-10,000 collisions. I have personally reconstructed over fifty major traffic accidents of which 26 had fatalities. I was the lead investigator of the Arcadia Police Department Major Accident Investigation Team (MAIT).  I have been reconstructing traffic accidents and doing business as Scott Moore & Associates since September, 2000.

COMPUTER SKILLS & FORENSIC MAPPING

CAD (Computer Aided Drafting): I am a trained specialist capable of computer drawn factual diagrams and forensic mapping. I am also a reconstructionist using “ARPRO RECONSTRUCTION” software for calculating times, distances, speeds, and other pertinent information required to reconstruct collisions. I have been diagramming collision scenes since 1989. I have been reconstructing collisions with computer software since 1996. I am qualified as a forensic mapper using AUTOSKETCH and VISUAL STATEMENT drawing software.  I have also been trained in the use of VISUAL STATEMENT software to construct 2-D and 3-D animations, as well as, SMAC simulations.

1992:    I attended the Traffic Accident Investigation course at the San Bernardino County Sheriff Academy which covered the following material: Collision scene documentation including measurements, photos, videos, and report writing. Techniques for measuring and gathering evidence.

1996:    I attended the Speed From Skids and Skidmark Analysis course at the University of California at Riverside Extension School (Riverside County Sheriff) covering the following topics: Identification and classification of skidmarks including acceleration, deceleration, critical speed scuff, centrifugal skid, and wheel assignment. Determining roadway surface coefficients of friction. Mathematics formulas to determine speed from skids and braking efficiency.

1997:    I attended the Advanced Traffic Accident Investigation course at the Los Angeles County Sheriff Academy covering the following topics:  Mathematics formulas for determining speeds on different surfaces, times, distances, and the use of a motion (time/distance/speed) analysis. Advanced scene documentation using factual diagrams. Advanced scene measuring techniques. Scene photography. Advanced vehicle speed calculations using pedestrian/bike/motorcycle throw formulas.  Advanced mathematics formulas to determine speeds required for vehicle flips, rollovers, and launches from the roadway.

1997:    I attended the Traffic Accident Reconstruction course covering the following topics: Advanced vehicle speed calculations using vehicle damage (crush) formulas.  Advanced diagramming. Determination of the center of gravity and braking efficiency for commercial vehicles. Advanced mathematics to determine rates of acceleration, principle direction of force, vehicle orientation, kinetics, and advanced pre-impact speed calculations based on linear momentum.

1989-Present: I have testified in court as an expert witness and Traffic Accident Reconstructionist. I am recognized as a traffic accident expert at the Santa Anita, Pasadena, and city of Los Angeles Superior Courts in the county of Los Angeles, San Diego County Superior Court, and the San Bernardino County Superior Court, all in the State Of California.
