EMPLOYMENT

1970 to 1971 Armorlite Corporation in Azusa and Burbank, California. Worked as a die grinder for the casting of hard plastic eyeglass lenses.

1971 to 1987 Dick’s Brake and Wheel Service in Arcadia, California. I began working as a brake and suspension mechanic in this family owned business. When the owner (my father) left in 1976 to pursue a career in teaching automotive repair at the college level, I took over the daily operation of this business. In 1978 I took over the complete business operation, which included working on vehicles, scheduling, estimating, purchasing, hiring and firing of employees, banking and the keeping of the business books.

1987 to 1989 Steve’s Brake, Wheel and Service in Walnut, California. I started this automotive repair business from scratch and was responsible for its total operation.

1989 to 1990 West Covina Police Department, California. I was a POST certified level 1 reserve police officer. I served part time augmenting the full time police force. This position enabled me to gain valuable experience with all facets of police work including traffic enforcement, traffic collisions, DUI investigations and arrests.

1990 to 2001 Arcadia Police Department. I began as a full time police officer in the patrol division and was responsible for all patrol duties including the handling and investigation of traffic collisions. I was granted the addition duties as a Field Training Officer for new officers, Reserve coordinator, range master / firearms trainer, and firearms armorer.

From 1997 to 1999 I was assigned to the administrative division as a detective responsible for all juvenile crimes and the court officer duties. For the first three months in this position I served in the department’s community public relations office assisting with the DARE program. During my time as a detective I was responsible for the investigation of numerous and varied crimes and the filing of cases for prosecution. I testified in court on many cases and often served as the investigating officer (I.O.) assisting the prosecuting District Attorney.

In 1999 I applied for and was granted the additional duties as a member of the Major Accident Investigation Team (MAIT). In addition to assisting in the investigations of traffic collisions, I also served as the department expert in the area of mechanical condition of vehicles involved in traffic collisions. This included conducting test drives, skid tests and mechanical inspections of these vehicles and then reporting on my findings. Many of the traffic collisions that I have assisted in have included major injuries and / or fatalities.

2001 to present West Covina Police Department, California. In June of 2001 I lateral transferred to the City Of West Covina as a patrol officer. This is a very active city where I have continued to gain experience with all facets of police work including traffic collisions.

In 2007 I applied for and was granted the additional duties as a hostage negotiator.

In 2007 I applied for and was granted the additional duties of Assistant Field Evidence Technician. Responsibilities include the identification and collection of evidence at crime scenes and the processing of evidence in the department crime laboratory.

In 2007 I was assigned to the position of firearms armorer for the maintenance and repairs of the department’s AR-15 Colt rifles.

2004 to present Scott Moore and Associates, California. I have been employed part time on an as needed basis as an automotive expert conducting forensic investigations / inspections of vehicles involved in traffic collisions and assisting in the photographing and measurements of traffic collision scenes.

The vehicle inspections often include the partial disassembly of the vehicles and the collection of evidence. After the inspections I complete a written detailed and comprehensive report noting the condition of the vehicle and an expert opinion as whether or not the condition of the vehicle played any part in the cause of the collision.

RELATED EXPERIENCE / TRAINING

This is in addition to the formal training and professional experience listed. Because of my father being a professional automotive mechanic and automotive teacher I have been around automobiles my entire life. I attended my first drag race in 1961 at the age of ten and my first NASCAR race in 1965 at the age of 14.

I have extensive experience in the repair, and modification of automotive brake, suspension, steering systems and engines for racing and custom cars. This spans a period of over 20 years prior to becoming a full time police officer. Since becoming a police officer I have continued part time involvement with automobiles including making repairs and modifications. I have experience with building, maintaining and racing NASCAR sportsman stock cars and drag racing cars. On numerous occasions I have driven these cars for testing purposes and in informal competition. I have experience in the modification and construction of numerous classic cars and street driven “Hot Rods”. Currently I assist with a nationally known professional NASCAR team on a part time basis.

With over 40 years of automotive experience I possess a real world understanding of exactly how automobiles function in both their everyday use and in extreme conditions. In my over 18 years of law enforcement experience I have handled or been involved in the handling of approximately 20 traffic collisions involving fatalities and approximately 500 non-injury and injury traffic collisions.
